Local residents seeking construction and maritime employment will see the first training cohorts begin in January 2027 at the college's industrial campus on Ayers Street. The package sets aside $18 million for the program, which projects enrollment of 240 participants in the first two years. City documents state that contractors awarded bond-funded work must recruit at least 30 percent of their crews from Nueces County zip codes.
Services and transit connections
Another $22 million will rebuild two bus transfer points near the port and add 12 new shelters along Leopard Street. The Regional Transportation Authority's 2025 ridership report showed 1.4 million boardings on routes serving port-area employers. The council action extends those routes by one mile and adds evening service three nights a week starting in the fourth quarter of 2026.
City budget staff presented the financing plan during the meeting. Debt service will be covered by the existing property tax rate through 2035, with no increase required under current projections. The bond will be placed on the November 2026 ballot for voter approval.
Next steps include final engineering review by the Port of Corpus Christi Authority in August and release of bid documents for the first dredging contract by October. The college partnership agreement is scheduled for council ratification in September.
