CCISD Aligns with State Rules on Teacher Certification, Cell Phones and Attendance
Corpus Christi families will see new requirements for core-subject teachers, student device use and attendance tracking take effect in the district over the next several years.

Corpus Christi ISD must end the hiring of uncertified teachers for math, reading, science and social studies by the 2027-2028 school year under House Bill 2. The district has asked the state for an extension that would push full compliance to the 2029-2030 school year so associate teacher positions can be phased out through attrition. The District of Innovation plan that currently allows hiring flexibility for uncertified teachers ends in April 2026.
Teacher qualification timeline
Parents in Corpus Christi whose children attend CCISD schools will encounter a gradual shift toward fully certified instructors in core subjects. The change coincides with the expiration of the District of Innovation plan, after which the district will no longer have the same latitude to staff classrooms with associate teachers. CCISD has stated that the requested extension would allow current staff to remain while new hires meet the certification standard.
Cell phone and attendance policies
Starting September 1, 2026, House Bill 1481 requires CCISD to prohibit student cell phone and electronic device use during school hours. The district must adopt a policy implementing the ban by July 28, 2026. At the same time, the district has already tightened its nonattendance rule so that students who miss 10 consecutive school days may be withdrawn, down from the prior 20-day threshold. Special education students still require a meeting before any withdrawal action.
These measures apply directly to households with children enrolled in Corpus Christi ISD. Families will need to adjust routines around device storage during the school day and monitor attendance more closely to avoid the shortened withdrawal window. The district has not announced additional staffing or support services tied to the new rules.
CCISD continues to operate under the existing calendar while preparing the required policy documents. No further implementation dates beyond those set by the state legislation have been released by the district.
